lacquer? you don't have lacquer you have Clear Coat on top of Base Coat (the color)
We call it clear coat/base coat.
What you have there is the CC separating from the BC and sorry to say the only fix is a compleat sanding and repaint.
You can wax the area to make the BC shine a little but the CC will continue to "grow" as it separates.
