      They look like "block sanding" marks, underneath the paint.

        Yeah, it’s very common for body shops to get lazy and skip sanding to fine enough grades on the lower layers.

          Thanks been batteling this for a while. Spots on hood also. Now confirmed hood repainted before I bought the car.
