That, my friend, is a bird doo-doo etch. Sometimes it will craze the paint if it goes deep enough.

This is a form of a beginning clearcoat failure. Tiny little cracks which can/will spread out sooner or later. Usually they are caused by bird poo as Mike said but there are other sources as well.

The damage is rather permanent, and the only way to fix it to refinish the affected panel/area.

You can make it a bit less visible though. Try to clean it VERY well, with a small brush and IPA, and you can try to fill the cracks up with a few drops of diluted clear, then wetsand & polish it but the damage will be more or less there.

Something liquid, (could be a bird dropping or some other substance), has sat on the paint long enough to penetrate and alter the paint. What you're seeing are like cracks in the paint that have a depth to them, they are not isolated to the surface only, thus probably impossible to completely remove and chances are good it will be hard to visually improve because the defects are throughout the matrix of the paint.
