Paint cleaner instead of scratch x ?

can I use Meguiars Paint cleaner (A3016) instead of scratchX
to remove "spider web" swirls ?

Is this combination of products a good chose

1 Paint cleaner A3016
2 Polish A2116
3 NXT Generation Paste wax G12711

or should i go for scratchx , the paint got many swirls like the car in the article above
