If the crome has suffered from physical damage then it has to be repaired with the recommended procedures, but if it's just fading and light oxidation, you can use a chrome polish or an all metal polish like Meguiars NXT

What is the best way to detail chrome that has started to pit and lose its luster without rechroming?

A lot of rust can be removed with a chrome polish and 0000 steel wool. Surface rust is pretty easy. Just use a light touch and let the product and the steel wool do the work.
If it is actually pitted, then you may be able to improve the appearance, but the pits will still be there.
NXT All Metal Polysh is, IMO, the best thing to use on chrome that has started to lose its luster, as long as there isn't anything wrong with the chrome (like rust or scratches).
The pits cannot be fixed as far as I know.
