It looks like some type of oxidation, i would suggest that you use some VERY fine steel wool, the fine steel wool is gentle enough to not scratch the rims but i will really do a good job at cleaning, also try using the fine steel wool with some sort of cleaning agent. That is going to be your best bet from what i can see. try it on a small test area, some where inconspicuous.
I'd say that these are too far gone.
Looks like they have been re-sprayed some time ago without proper preparation first.
From the pics they look like 3-piece BBS.
So they might be pretty much worth a complete make-over.

Prices for refinishing 3 piece rims are sky high. Plus 2 already have been welded.
Have you tried the Mr. Clean magic eraser's yet???? They make one for tires and rims, and they work great, not sure if they will completly remove the grime on those rims, but they will certainly help!!

Those are bbs rs. I know a lot of vw people use them. Old school classic aka "pimpin' eightees".
