In my experience, once the clear coat starts peeling nothing is going to stop it. As tuck91 mentioned, waxing it _might_ make it look a little better but I'd not expect it to do much and it certainly won't stop the process.

As has been mentioned, and as you probably surmised, there really is no permanent solution to this problem short of a repaint. While you certainly can use a paint cleaner like Ultimate Compound on the effected areas, and it may even give a noticeable improvement, don't expect the results to last more than a couple weeks or so. The bond between clear and color coats has been compromised for whatever reason, and once it starts it can not be halted.
Further, the color coat that is now exposed does not really lend itself to being polished in order to bring up a high gloss. In a base coat/clear coat paint system the gloss is provided by the clear coat. Therefore any attempts to improve the appearance are very short lived.Michael Stoops
