I've been getting them too. I just updated to Firefox 2.0. Thought maybe it was because of that. I've been doing updates on my computer trying to fix it. It's nice to see I'm not the only one having the problem. Maybe it's Meguiar's?

It happened when we upgraded from vBulletin 3.6.1 to 3.6.3 and we're not sure why this happens?

Some theories are that it's it's caused when something was written in another program like MSWord and then copied and pasted into the forum?

Not much that can be done except to hand edit each incident.

i think it might be the different font language pack you have installed in IE. right click the window and go to encoding and change it there. see if that works for you.

Well, I did that and it did in fact change the characters to a recognizable character. But I am not sure what else will change, I tried a couple different options and found 'Unicode (UTF-8)' did the trick(in this case). I tried Auto-Select but had no luck, seemed the most logical but no dice.

Looks like it is a character you don't usually see on a forum. Typically in a MSWord or similar, a cut and paste like Mike had mentioned.
