    Clear coat on bumper

    A friend of mine has a '05 Gran Prix and the clear coat is coming off of the front bumper. He bought the car used & thinks the previous owner wrecked the front end & had it repainted. I have not seen it, but he says looks pretty bad. Can he sand the clear coat off & respray? Any suggestions as to what he can do to the bumper would be appreciated.
