You dont need to spray your pad with anything if all your using is a PC.

It depends on the product you're using as well as the tools and pads you're using, some companies products may require some type of condition, this will vary from company to company, always follow the manufactures recommendations.

When working with Meguiar's products, we recommend misting some QD onto our cutting pads when first starting out with a clean, dry pad with a Rotary Buffer.

As for the PC, you don't have to, but sometimes in warm climates misting a little QD on the pad or the surface will help to re-moisten the product you're using to give you some more working time with the product before it begins to dry.

As for waxes, Meguiar's does not recommend using any other liquid product on the pad or the surface because you will be adding something to the wax that isn't suppose to be there.
