    scratch and swirl marks found after #21

    my friend tops #21 on his car ,
    but he does not clean so well.
    he just washes his car ,then top #21.
    now he finds some scratches and swirl marks.
    will #21 seal them,and what should i do if i want to remove them.
    also i have colorX.

    I,m betting he didnt remove all the surface contaminents. Therefore the paint was not truly clean. Then he uses a DA or Orbital and essentially just rubs the surface dirt around so now he has swirls. What he should do is wash, clay, wash again then apply M21.
