What are you working on and what is your car care goal?
You pose an interesting question and the best answer would be that it would depend upon the hardness, or softness of the paint.
Both options are fairly gentle to the finish and while the rotary buffer offers a lot more power to actually remove small particles of paint, (cleaning ability), our tan finishing pad with M82 is really only effective at removing fine swirls in otherwise excellent condition paint.
The polishing pad on the dual action polisher offers more bite, or cleaning ability than our finishing pad, but the action of the tool is much less aggressive than what a rotary buffer provides, together with a very non-aggressive cleaner/polish it too would be very limited in its effectiveness at removing defects, i.e. removing paint.
All things being equal, historically, the rotary buffer always wins when it comes to cleaning ability.
If the job could be done best with a dual action polisher, then this would be the way to go as you wouldn't have to worry about holograms from the rotating action from the rotary buffer. It would be easier on your arms and shoulders also.
In the end, which tool and pad/product combo will come down to,
