I was recently waxing my 1998 Land Rover and kept realizing that the color on the hood wasn't quite as deep as it usually is. Upon closer inspection I could see that something like those little mineral deposits was all over my hood and looked almost like scales all over my clear coat. Does anyone know of any product or any process that might revive this worn out old clear coat...obviously I dont want to repaint the car if I dont have to. Thanks

Does your hood look something like what's shown in the pictures below? If so, then what you're seeing is clear coat failure and the only solution is a repaint. The only way to improve the appearance of the clear coat is to polish / wax it, but once the clear coat thins out to the point where it can no longer be polished, then its time for a repaint. If you post some pics of your hood, then we might be able to get a better idea of what you're experiencing, but here's some pics of clear coat failure for you to check out.

no, the clear coat isn't pealing off or thinning it doesn't seem. you know how you get those spotty mineral deposits if you dont dry your car properly? Well it's like that all over the hood and waxing is doing relatively little to solve the issue. I tried to take a picture but the glare makes it come out just white. I'll see what else I can do.

What kind of wax did you use?

You might also need something like ColorX to remove oxidation and bring the shine back.

Just to add, think of the paint like your skin, and wax like suntan lotion. The lotion wont do much to make you look good if you didnt clean your skin first. So give these articles a read as well, so you understand the full process, not just the final waxing step:
