It's a liquid for gently cleaning the surface of automotive paint.
In the old days people used products like rubbing compounds and polishing compounds, these types of products clean the paint by removing the paint.
Meguiar's paint cleaners are a lot more complicated than that, in this instance they use both diminishing abrasives and chemical cleaners to restore a clear, smooth, contaminant free surface.
After using a paint cleaner you can then apply a pure polish to maximize the gloss and clarity. You can also skip this step as it is optional, it's up to you and your car care goal.
After the cleaning step, (and polishing step if you decide to do this step), you would then apply a coating or two of wax or a paint sealant.
