    You could try it.
    Or maybe APC.

Are the belts easily removable from the car????

I only ask cause the belts in my boys truck unbolt and I threw them in the washer and hung out to dry......

Other than that, APC+ (lower sudsing than APC). I clean my other seatbelts by spraying with cleaner, use a bucket with warm water and rinse good then extract the water (I have an upright extractor with upholstery attachment) or you can use a shop vac. I let the product soak a moment (APC).

Steam cleaner, carpet cleaner, carpet extractor and pressure washer all work great at cleaning seat belts.

          Carpet Cleaner/Extractor:
Apply cleaner directly to the seat belt
          Scrub
          Extract

          Steam Cleaner:
If you use a steam cleaner, it will work with just using that and no chemicals

          Pressure Washer:
If you use a pressure washer, make sure you pull the seat belts out as far as they will go, keep them as far outside the vehicle as possible!
          Apply your cleaner of choice(APC+)
          Scrub
Tons easier if you have the luxury of completely removing the seat belts, and doing them in the driveway or somewhere outside the car. If you can't remove them, use something like vice grips to keep them locked in their full extended position. Pull them out of the car as far as possible. Pressure washer on it's lowest setting. Keep the pressure washer in one hand, and the seat belt in the other, and spray clean.

Using a pressure washer can be dangerous, so use caution.

It should help a lot. Follow up with scrubbing in some APC.

If you have a steamer it really depends on the condition of it.
The steamer can help a lot but maybe you'll need a help of APC. Maybe it won't be new but you'll have great improvement!

Are these the same seat belts you're talking about in this thread?

how do I dye seat belts?

I posted some follow-up questions to your question in that thread that were never answered?

As for your question about both dying seat white seat belts black, from the above thread,

                    What color are your seats?
What kind of car is this you're working on?

And now in this thread you're question about trying to steam clean stained white seat belts white again, I don't know about that but you could call around to some detailer that offer steam cleaning and ask them about it, they might take the job but probably not.

What kind of car is this you're working on? At some point it might be easier, faster and even more cost effective to just order some replacement seat belts in the color you want, black or white.

I've done this too with some older cars at a Laundry Mat so I wouldn't damage the inside of our wash with the metal parts of the seat belts.

Washed them with Tide on the hot water setting and the air dried them. They came out looking almost like new but they were not white so I don't know if this would work for your expectations for your white seat belts.
