    Would there be any issues with the surrounding paint for a tabbed a little touch up with a toothpick? Paint is 3 weeks old. Black. Touchup would look better than those 2 pimple sized chips I got this morning.

    No, you won't compromise the surrounding paint by doing this. You may not want to attempt any sanding to level your touchup, but the act of touching up isn't going to cause problems for the new paint.
