quick questions about rust

I am planning on doing some paint repair using the duplicolor repair kit. A few of the chipped spots have rust, I was thinking I would apply plastikote rust converter on the surface (this followed by putty if needed and then the primer that comes in the kit), does this sound okay? Also I have one spot where the paint is bubbling so will need to remove the loose paint, is there a best way to remove?
