    Tire cleaning foams that attatch to a drill.. that don't cost $30 like some other brands..I just make my own..

              It could be he's using a stiff foam, like the Griot's tire scrubbers and he's somehow mounted them on a drill and doing something like that. Just a shot in the dark until we hear more from the OP.

                        Just got back from the lake..no internet up there..

                        All I do is take a foam applicator pad and tape a pencil to the back side of it...nothing fancy..but works for now...with this

                        http://www.meguiarsdirect.com/produc...p?T1=MEG+G9524 and some soapy water..

                        then put this on...



                        after the wheels are clean..

                        I plan on making a better one with a round headed bolt, 2 flat washers a nut, two foam applicator pads..and some type of gluing agent.." silicone " to stick the pads together..
