I'm betting, that like most people, he believes that the concentrate is OK to use right out of the bottle, and you can dilute it if you want to. This is the main reason people mess things up: they use full concentrate product instead of following the directions. Think Simple Green...

Get another spray bottle, and dilute it 4:1 for heavy cleaning and 10:1 for medium/light cleaning.

Perhaps you can look at the "How-to Dilute' thread linked above, since Mike uses APC, and note how you cannot see through the original jug. But you can see a lot of light through the two spray bottles Mike mixes.
