Removal of Road Paint

Road crews were painting lines in the roadway and accidentally dumped a huge puddle of white line paint in roadway and just left it there. he car ahead of me drove through it and I didn't see it coming and have time to avoid it. My tires (tread and some sidewall) as well as 75% of the inside of both driver side wheel well liners and a few spots up the side of the car are covered in white paint. What's the best solution for cleaning each? I tried to scrape the insides of the wheel wells by hand when it was still tacky but I was at a wedding and resources were limited to my fingernails and a credit card. Needless to say its dried now and it's a looking to be a huge PITA.

A previous co-worker used Goof Off on some road paint. I think it still took some effort.. so not sure how much swirls he caused.
