After I put wax on my Black base coat-clear paint, should I use my orbital buffer, or polish it by hand?

Welcome to MOL.
Plishing is always before applying any sort of protection. Polishing after will remove the protection that was applied. -

Unless you would mean removing the wax... you cna remove wax by machine with a good quality terry bonnet. But if applied correctly (such as thin coats, almost no excess), will remove easily by hand and a MF towel, or slight damp MF towel.2017 Subaru WRX Premium - WR BlueComment
