What is this gooey stuff on my hood and how to remove it?

What's going on guys! So I got some gooey stuff on my car hood, have no idea what it is or where it came from. It smells all "chemical" like when I try to peel it off with my nail.

It will not come off with the waterless car wash. I've been advised to use rubbing alcohol to spot clean and then wax the hood right after lightly.

Please advise on how to best remove this from my car without damaging the paint. Not looking to do a full detail at the moment. Thank you!

Hard to tell from a picture, but I think it is some gooey stuff, but I have no idea what it is or where it came from. If in fact it is gooey, rubbing alcohol could take it off. I have used paint thinner to remover road tar. (that will take pretty much all the gooey things out there off). What ever you do, do not rub to hard. When it is all removed re-wax the area.

An automotive specific solvent, designed for removal of any petroleum based substance, from automotive paint, is always our first recommendation. 3M has an automotive adhesive remover, also, if you go to any auto body supply store or automotive paint supply store, and ask that for a solvent designed for automotive paint, this is an option as well.

Typically these are products you spray directly onto a microfiber towel, dab/blot the area, and then start wiping gently. Always a good idea to neutralize the paint surface after any solvent is used, with a pH balanced car wash solution, and then yes, re-applying your favorite coat of protection.
