Problem with Natural Shine Wipes

I bought a container of Natural Shine Wipes last week from Walmart. Today, I go to use them. They are barely damp. It took me 3 wipes just to do the dashboard. Otherwise it streaks because there is not enough product to spread around. The container was brand new unopened. Is it normal for Meguiars wipes to require so many wipes? We used to use the Armorall wipes and they were wet but we figured we try something with less shine.

Imagine taking wet paper towel. Wring it out REALLY GOOD. Then wave it around in the air to airdry for about a couple minutes. That's what it's like.
