polishing probably wont help. it looks like a rattle can touchup was used? no clearcoat over it?
how i blend a repair(condensed version) on a fender is start with sanding entire panel with 800 grit. tape/mask off everything but the fender.mix up my basecoat and apply light/medium coats on the repair-feathering a little further out with each coat. only enough coats for coverage. then clear entire panel.

This is a task for the person that provided this service. Looks like a very poor quality repair. If you did attempt to make this look better, it would take aggressive sanding, and you easily risk inflicting more damage.

Poor repair job, 90% of the fender was sprayed, it would have been easier to spray the whole fender basecoat then clear coat.
