It does not have the cleaning ability/package to take on contaminants beyond light dust, fingerprints, etc. like a rinseless wash would/should. 1:3 for quick detailer.

Yes, absolutely. This also is a excellent standalone spray sealant when used at full strength, delivering what our product managers are saying 3 - 4 months real world durability.

I've actually edited my bullet points to add "standalone spray sealant" so it is more clear.

When is this supposed to be available?

If this was used after each wash (weekly/bi weekly) would a foundation of M27 be a waste or would it be better to have the M27?
