A bit of a different question regarding truck bed

https://imgur.com/a/hHItVf1 I used rust remover and I forgot to wash it off immediately and have these black streaks all over various parts of my bumper and truck bed..... stupid I know. It doesnt come off with anything I hav
tried yet, mineral spirits, ISO etc. Idk what to use... its going to be repainted eventually anyways but I would rather them not be there. Also notice the rust on the bed of my truck. Thats been pressure washed and rust treated etc but thats as good as itll
get its mostly smooth then by now but yeah. I have bed liner spray and I was going to use that, but will it work on top of spots that have that rust on it. Also a few spots have almmost eaten through, I am wondering if anyone can help me. Good products to remove rust other than krud kutter rust remover etc. And if there is anything I should do other than just bed spray liner as I heard it isreally good at preventing rust etc and keeping your bed in good shape but I wanna make sure I have done everything I can to prepare it etc etc. Thanks for taking the time to read this

I'm not a body shop man but with the knowledge I do have, would imagine for best results, you would want to scuff the paint with an aggressive automotive scouring pad if not fully grind it down to bare metal prior to painting.

Oh sorry I meant for the box. Im just going to hit it with some bed liner. I haveread some places that it isno problem to coat surface rust if its not like jagged etc but I have also read otherwise.
