What are all these white spots?

I have a 2014 Mazda MX-5 (Miata) with a black hard top. Recently this hard top has developed tons of white-ish spots all over. Washing and claying does nothing for these spots and since I don't have any idea what caused them I am not sure what to try next. Can anyone identify the problem here and suggest a product/process to fix this?

if you were using a polish with a rotary tool it could be overspary? or fling off the pads.
